Public access television is a form of non-commercial mass media where ordinary people can create content and television programming which is cablecast through cable TV specialty channels. 

We have a government access channel: GTV8 operated by the City of Wilmington...

We have an educational access channel:  The Learning Network of UNCW, NHCS, CFCC, and AHEC...

But we don't have  a public access channel in Wilmington!

Wilmington Public Access Television is dedicated to securing public access telvision for the residents of Wilmington, NC.
 

The City of Wilmington has created a public access television webpage. Also, the results of the public access television survey from The City are now available online.
